Course Details
We will discuss education during colonialism, postcolonialism, and the neocolonial practices and policies that still exist today. Further, we will look at the conflicting uses of education curriculum, policy, and systems to either impose neocolonial structures or work to decolonize/decolonialize colonial legacies. Students will learn about barriers to decolonial efforts and the importance of using a critical lens and implementing actionable measures to ensure a more inclusive, collaborative, and equitable approach to international education work and research.Students will engage in workshop-like activities that practice applying decolonial thought to their personal and professional lives. The course will conclude with a project with Myanmar colleagues

Heidi Bloom
Visiting Professor
Heidi Bloom is a Visiting Professor at the University of Maryland, where she teaches Decolonial Approaches to Education Development and Research. She also serves as an Assistant Professor and the International Partnerships Manager at Woosong University in Daejeon, South Korea. In these roles, Heidi fosters connections between institutions worldwide and supports the university’s internationalization efforts. She was formerly an adjunct professor at American University and George Washington University. With a career rooted in international education, Heidi has worked in diverse settings across South Korea, Myanmar, Sudan, Palestine, and Israel, focusing on higher education administration and education development. Her research has explored the complexities of decolonizing U.S.-funded foreign aid in international development. Heidi holds a B.A. in Liberal Arts Studies and an M.A. in International Training and Education from American University, where she earned the Mellon Research Grant and the School of Education Teaching and Health Research Award. She was also honored to serve as a Dean’s Fellow at the University of Maryland during the early years of her Ph.D. studies.
